Here is what it appears to be a complete project radio and when completed you will be able to add it to your radio collection. I removed the chassis and was happy to see that most the electronics appeared to be original except for the 4 tubes that are non-Motorola and possibly the big yellow power filter capacitor due to the heat shrink on the wires directly below the cap.
