Wooden Hanging Boat Decoration/ornament 5”

This is an item from my father‘s estate. He had it in his display case with his lighthouses. I guess it’s like a Christmas ornament and it has a tag on it. That says it’s blinking. I could see that there’s two lights and I believe there’s an on off button underneath the netting, but I cannot make the lights blink. It is being sold as is from a pet free and a smoke free home
