THERE IS A KNOB ON THE BASE WHICH CONTROL THE NUMBERS ON THE BOTTOM (OOO TO 999). NO IDEA WHAT IT'S FOR. THE SCISSORS ARE ABOUT 4" LONG. SOLD AS IS, AS SEEN IN THE PHOTOS.
