Vintage Ladies Schwinn Bike??? 26 Inch, Parts Or Refurbish

Not positive if this is a schwinn, yes the handle grips say schwinn but im sure anyone can put them on,it does need work, it needs new tires as there dry rotted,the front tire wobbles and i thought maybe the rim was bent but its not its just the tire,seat needs new covering or replaced, the paint needs redone or touched up,needs new decals, peddles are missing whatever would go in the opening by the 2 screws,the serial number is 149 9 206, just below the seat it says made in Yugoslavia, not positive but I thought schwinn was only made in the United States,this will be taken apart for shipping,like i said im not positive if this is a schwinn
