Yes, there are TWO unused cartridges included! This is the Kellett Corp Hand Power Tool (Part No:64A83H20) originally provided to military aircraft personnel for emergency cutting of sheet metal to free victims of a crash. There It's in the original olive carrying case which includes pockets for two cylinders. The handle and case show a bit of wear, but it doesn't look like the unit itself has ever been used.
