This is item # 4 a pair of "Start-Finish" spring operated flags. You press the spring loaded button and both flags depress (like an actual starter would do). One of the checkered flags is missing (but easy enough to replace with a paper photocopy) and the flag pole on that stanchion is slightly bent (see pics) but both spring operated buttons work great.
