Made by Hertwig i nthe 1920's. "GERMANY" on base rim. Red stamp of either 14 or 19 is inside. She is 3" tall. She has a pink, Dutch wing bonnet with yellow flower and green leaf pattern across top, an orange bow at the upper corners and gold painted rim around front.
