The serving piece is a beautiful double shell sweetmeat/bon-bon dish with a central handle topped by what appears to be an ivory or bone finial — a very characteristic Victorian/Edwardian form. The two fan-shaped scallop shell bowls with repoussé ribbing and the scrollwork junction are consistent with late Victorian design, strongly supporting your 1939 dating as a revival-style piece. This is most likely a James Dixon & Sons piece, Sheffield 1939.
