Vintage Antique Japanese Netsuke Carved Devil Face Mask Head Pendant Charm

I bought this at an estate sale years ago because I thought it was cool. It resembles a Japanese netusuke, but I have no idea what the material is or whether it is carved bone or a molded plastic. I heated up a needle and it did not melt, nor did it smell like burning hair. I have not seen one similar to this with the face mounted on a metal setting like this. It could be worn on a chain around the neck or on a charm bracelet.
