Small Wooden Fishing Boat Ornament Decorations

This is an item from my father’s estate. He had it in an enclosed display case with his other nautical collectibles. I think it could be an ornament. I also think the two lights on the poles are supposed to light up. He has another one similar to this that does, but I don’t know where there would be a button or even where you’d replace a battery if that was the case it is being sold as is from a pet free and a smoke free home.
