Set Of 56 Hair Permanent Rods With Toni Silkwave End Papers, 1980s. Each rod has a black stretchy band to hold hair on the rod. There are several Toni Silkwave End Papers .The end papers are placed on end of the combed hair section and folded around the hair smoothly. After the hair section is encased in the paper, begin rolling the hair around the rod unto you reach the top of the hair next to the head. Stretching the lack band over the hair bundle and insert into the hole at the opposite end of the rod.
