An early wartime stampless cover from Richmond Virginia, PAID 2 drop rate, to Vice President Alexander H Stephens, then in Richmond also. A fully legible CDS dated Nov 5, 1861. Period docketing on the reverse indicates sender was T.P.A. Bibb, seeking an appointment as aide to General Breckenridge of Kentucky. There is no indication this request was granted.
