In the ornate cap rim it is marked 1/10 16K GOLD FILLED MADE IN USA. Below the band in the body it states Parker "51" Made in USA and besides a small 6 and one dot after it. The Parker 51 part is almost illegible with a jeweler loupe and proper lighting you can recognize part of the letters and number 51.
