Pre WWII WW2 German Graf Zeppelin Airship Toy Game Made In Japan

Not exactly sure how this worked , it is a piece of a toy or game that has a printed Graf zeppelin on a piece of paper , glued to a stick. It measures about 5 1/2” long. It show signs of aging and wear. I could find only one other that sold in 2011 and a picture of that is on the last photo for reference. It appears this toy originally had two wood barrels attached at either end of the stick and a rubber band holding them on, with a string attached. This piece shows aging and remnants where these pieces were but they are long gone. This is just the printed on heavy paper Graf zeppelin attached to the stick. It is marked made in Japan. It displays nicely. If you have any info about this please message me.
