It is Contract No. DLA100-90-C-0384, which I believe dates it to the early 1990s. The jacket was made by Tennier Industries, Inc. The shell is 100% aramid (a fire resistant material); the lining is 65% rayon/35% wool pile; and 100% aramid back.
