German perfins, hitler heads

Lot of 15 German stamps, all never hinged. Scan shows a total of 15 unused perfins from "RK/C", all with the same blind perfins and many with clipped perforations, all seemingly, from the same position. One is creased, one a small thin, but overall, I'd call the condition "Fine". Perhaps these were saved because of the broken pins, they are all possibly, from the same position. The sheets were made into crude coils for ease in affixing to covers, but the ones with broken pins were saved for us to see today. Were they pulled from use because they were imperfect, or were they pulled from inventory because they were rarer? Have a better reason?
