Donald Eugene Webb was placed on the FBI's "Top Ten Most Wanted" list in 1981 for the brutal December 1980 murder of Saxonburg, Pennsylvania Police Chief Gregory Adams during a routine traffic stop. 25 Years on the "Top Ten" List: Webb was added to the FBI's Ten Most Wanted Fugitives list in 1981 and remained on it until 2007—making him one of the longest-standing fugitives in the list's history.
